The queue your ops team already runs, without the line.
Someone drops a phone at 1 AM. They report it in the app with a photo and a category. Your staff log what they picked up on their own phones. The CMS matches the two, the attendee gets a status, and nobody stands at a tent asking twice.

Why it works
A report takes a minute
Category, description, a photo, where they last had it. It saves on the phone and sends when there is signal. The attendee sees it in My Reports with a status that updates as staff work it.
Staff work it from their own phones
The Ops tab lists open reports and held items. Match a report to an item, resolve it, close it. Every action is logged with who did it.
Fewer people at the tent
The held-items wall is public. Someone missing a jacket scrolls it before walking across the site. Claims come through the app, with the report attached.

Report and claim flows
Report a lost item or claim a found one, with categories that make sense for a festival: phone, wallet, keys, ID, clothing, glasses, camping gear.
Held-items wall
What staff have picked up, with photos, updated as items are logged. Cached so it reads offline.
Ops queue with statuses
Open, matched, resolved, closed. Filter by category and day. Withdrawn reports leave the queue so staff are not chasing a phone that turned up in a pocket.
The funnel, measured
Opens, reports, claims and resolutions are counted, so next year you know how many items came back and where they were lost.
